C.A.K.E. is a faction in Naughty Bear, with prominent appearances in Naughty Bear: Panic in Paradise They are most likely based off of real-world F.B.I. This can be assumed because of C.A.K.E members wearing suits and having "Agent" in front of their name. They differ from the B.E.A.R. because B.E.A.R. is most likely based off of real-world S.W.A.T.

C.A.K.E agents appear in the advanced missions of Panic in Paradise, where they are entrusted the most dangerous and mysterious tasks. That's why their two best agents, Mulder and Sculpy, appear only when some serious danger is going on, like the Gruhel's appearance in the Greenhouse.
